RAE SeaPort Enhanced (SeaPort-e) Contract

SeaPort Enhanced (SeaPort-e) is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management.  The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), Office of Naval Research (ONR), United States Marine Corps (USMC), and Defense Threat Reduction Agency (DTRA) compete their service requirements amongst the SeaPort-e IDIQ multiple award contract holders.  The SeaPort-e portal provides a standardized means of issuing competitive solicitations amongst a large and diverse community of approved contractors, as well as a platform for awarding and managing performance-based task orders.  This unified approach allows SeaPort-e service procurement teams to leverage their best work products, practices, and approaches across the Navy’s critical service business sector.

Research Analysis and Engineering, LLC (RAE) has a wealth of practical experience in transitioning technologies.  Since 2000 RAE’s singular focus has been dedicated to assisting government clients in their efforts to identify, assess, and transition technologies into their programs or organizations.  RAE and our team members are proud to be able to offer our technology transition services to Navy customers in all three geographic zones under the SeaPort-e contract. 

All Functional Areas (Engineering, Financial Management and Program Management) are available in all three Zones:

  • Zone 2  –  National Capital
  • Zone 5  –  Midwest
  • Zone 6  –  Southeast

Quality Assurance Program
RAE’s goal is to provide the highest quality service and products to our customers. Following the adage that “you don’t get what you expect, you get what you inspect,” Quality Assurance for RAE is based on meticulous tracking, assessment, and reporting of relevant metrics and activities.

RAE conducts a rigorous review for all briefings, reports, and other documentation associated with project deliverables. These include a review for technical accuracy conducted by qualified technical experts, content critique, financial examinations (as appropriate), and editorial inspections. The purpose of these reviews is to provide documentation that is technically and financially accurate, while being clearly understandable. We use standard templates that drive consistent accuracy, content, and format.

To improve overall contract performance, RAE exercise the following process improvement activities:

  • Continuous Improvement Meeting: RAE team members meet to discuss issues identified during the course of contract execution. Corrections or enhancements to processes, and associated process control tools and templates will be identified and adopted accordingly.
  • Stakeholder Surveys: RAE collects insights from pertinent government stakeholders through formal written assessments or documented interviews.
    • Client Feedback Meeting: Quality lies in the eyes of the beholder – our government clients are our primary driver of quality control issues. In accordance with formal contractual requirements, RAE will meet with the government client to assess overall customer satisfaction.

Tenets of our Quality Assurance program will be applied to the corresponding plans of our subcontractors as a formal flow down of requirements.
